A native of Washington County, Chief Jail Administrator Bellard graduated from Brenham High School in 2008. After graduation, he attended Cisco College and Bacone College and is currently working towards a degree in criminal justice. In December 2018, he began working at the Washington County Jail as a correction officer. In February 2022, he promoted to Sergeant and to Lieutenant on January 1, 2024 assuming the roles of Field Training Officer and Training Coordinator for the jail. One year later, he promoted to the rank of Chief of Corrections overseeing all day-to-day operations of the jail facility.
